Although Tehran was at the foot of the bed, it did not benefit from the facilities of a habitable city. The problems of the city were so great that neither Baladieh nor any other apparatus had the power to do its job. There was no real health awareness. The narrow, dusty alleys and streets that could not be crossed by a lot of mud in the winter and dust in the summer made every novice look very disgusting. Neighborhoods and crossings were under the influence of thugs. Before sunset, women and children must be at home, and it would be dangerous to leave the house as it got dark.
